First Vice President Dr. Riek Machar and chairman of South Sudan’s main armed opposition group, SPLM-IO has condemned in a statement the unilateral establishment of the Abyei Administrative Area’s government by the former ITGONU.
Earlier this week, the reputable, Abyei Chief Administrator Kuol Diem Kuol created a transitional government of the highly contested territory a decision that drew more concern from the senior members of the main armed opposition group from the area. This development sparked off a serious debate about the revitalized peace deal on social media.
Machar’s office swiftly responded in a statement saying “The SPLM/SPLA (IO) has learned with deep concern the unilateral formation of Abyei Special Administrative Area government by Hon. Kuol Deim Kuol, the Chief Administrator. The decision is another cycle of violations of Power-sharing agreement in the Administrative Areas which comes after similar action by Ruweng Chief Administrator,”
What this means is that, the unilateral formation a government without consultations with other parties to the revitalized peace agreement constitutes a violation the 2018 peace deal.
Hon. Kuol Deim Kuol, the Chief Administrator clearly understands that regarding t Article 188.8.131.52 of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) only the President/Presidency has the power to appoint constitutional post holders.
This ultimately makes the recent decision by the Chief Administrator of Abyei Special Administrative Area is deemed illegal and a violation to the ongoing peace deal.
